This is a Category A project under IFC's 2012 Policy on Environmental and Social Sustainability as the project has the potential to cause significant adverse E&S risks and/or impacts that are diverse, irreversible, or unprecedented. The categorization is mainly derived due to the nature, scale, and location of the Project which give rise to potentially significant biodiversity, cumulative impact, and associated facility issues that require robust assessment and management measures. The key potential E&S risks and impacts associated with the Project include: (a) adequacy of E&S and Occupational Health and Safety (OHS) management systems, capacity and performance during construction and operation; (b) habitat disturbance during site preparation and infrastructure development; (c) risks associated with a sizable construction workforce, including labor influx, worker accommodation, OHS, pollution and contractor management; (d) fair treatment and safe working conditions for employees and contractors, including adoption and implementation of appropriate human resources policies and procedures and an effective worker grievance mechanism; (e) supply chain risks, including child and forced labor risks; (f) traffic, transportation and security risks; (g) community health and safety risks, including harassment, gender-based violence and sexual harassment, and worker accommodation-related impacts; (h) stakeholder engagement and grievance management; and, during operations, (i) potential impacts on migratory and soaring birds from WTGs and associated OHTLs.
