The project is classified as Category A, in light of the irreversible impacts associated with land use change and the scale and complexity of construction activities. The project is in a challenging contextual environment characterized, at national level, by labor market pressures, including high unemployment, a large refugee population, and the prevalence of informal labor arrangements. Key E&S risks associated with the project include: (i) the client’s capacity to develop, implement and maintain IFC-compliant environmental and social management systems for both the construction and operational phases; (ii) occupational health and safety risks during construction; (iii) labor and working conditions risks, including labor rights, worker welfare, and risks related to sexual exploitation, abuse and harassment ("SEAH") during construction; (iv) risks associated with worker influx and opportunistic in-migration to the project area; (v) water availability and sustainable water sourcing for plant operations in a context of structural water scarcity; (vi) potential economic impacts on existing land uses, including livestock farming and semi-nomadic or nomadic grazing activities that may rely on the land allocated to the project; stakeholder engagement; and (vii) land acquisition, habitat disturbance and biodiversity risks associated with the construction and operation of associated facilities, including the gas pipeline and overhead transmission line.
