The Company was founded by Dr. Jin Huang (the “Sponsor”). Dr. Huang has over 20 years of technology, operating, and management experience in the United States and China. Dr. Huang holds a bachelor''s degree in Computer Science, a master''s degree in Computer Science and a Doctor of Philosophy (Ph.D.) in Electronic Engineering from the University of Electronic Science & Technology of China. Between 1990 and 1993, Dr. Huang was doing research at the University of California, Berkeley while completed her Ph.D. dissertation.

The Company is listed on the New York Stock Exchange and it is currently owned by the Sponsor and the management team (29.1%), institutional and other shareholders (45.5%) and public (25.4%) as of February 2012.

Total Project Cost is expected to be US$113.8 million and IFC is considering a debt financing package of up to US$50 million.

The Project will take place in Beijing, Guangzhou, Kunshan and Dalian.

(i) Improve students'' employability: The Project will provide the infrastructure for college students, high school graduates, and working adults to improve their technical skills and employability prospects through hands-on IT training and other soft skills training;

(ii) Reduce youth unemployment: By bridging the skill gap between college and high school students and their first job, the Project will reduce unemployment among youth;

(iii) Enhance education outcome: The Project will enhance education outcomes by offering vocational training services that mobilize quality teachers, online learning tools, and innovative systems that track students'' progress as well as provide guidance on their career prospects; and

(iv) Support innovative model of education: The Project will provide support to an innovative model of education delivery: large career enhancement campuses located in close proximity of potential employers, with courses designed closely with these potential employers and content providers.

IFC''s additionality includes: (i) provide long-term debt financing to the Company that suits the Project''s cash flow cycle; (ii) share with the Company international best practices and IFC''s experience in education services in other emerging markets; and (iii) share with the Company best practices in environmental and social management.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific and reversible environmental and social impacts may result, which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. Key environmental, health and safety, human resources and social issues that were reviewed included: environmental and social management system; labor and working conditions; occupational health and safety; air, water, and solid emissions or discharges to the environment and their management; life and fire safety and emergency preparedness and response program; community health and safety; water, energy and resource use and efficiency; land acquisition; and community engagement.
