Project Description

PT. Bank Tabungan Pensiunan Nasional Tbk (“BTPN” or the “Bank”) is emerging as a regional leader in microfinance in Asia and has been a valued IFC client since 2009. It uses an innovative business model that combines access to finance with access to training to reach micro, small and women entrepreneurs with the objectives of improving their lives and businesses. The Project (“BTPN Loan II”) builds on this successful and growing relationship and intends, through loans in Indonesian Rupiah, to help BTPN to: (i) expand its micro-banking business to serve mass market and low-income customers; and (ii) strengthen its funding base in order to reduce asset and liability mismatch with a longer tenor financing package.

Development Impact

1) Increased Access to Finance to the Underserved Population: The proposed project will significantly increase access to finance for large populations at the bottom of the pyramid. 2) Women's Empowerment: The proposed project will help to increase access to finance for women borrowers and will enable them grow their businesses and support their families financially. 3) Job Creation: The Project will directly create employment opportunities within the Bank as well as create broader employment opportunities arising from the creation and expansion of microfinance enterprises that the Bank supports. BTPN currently employs about 13,000 staff and expects to employ more people to support the growth of its business.

1). Comprehensive and Relationship-Driven Partnership: IFC is providing BTPN a comprehensive and relationship-driven package that consists of investment and advisory services which enable it to partner with BTPN to achieve its financial inclusion objectives. 2) Mobilization: This project, through the proposed B loan, will provide BTPN access to the international syndication markets for the first time. 3) Providing Long-term Funding: BTPN relies heavily on deposits, specially short-term deposits, and the relatively limited bond market for funding. The proposed long-term IFC loans will enable BTPN to improve its funding structure and support its growth and expansion plans. The revolving facility will strengthen BTPN's resilience to future adverse liquidity events in Indonesia.

This project has been classified as Category FI. Applicable requirements include IFC FI Exclusion List and applicable Indonesian laws and regulations. The client will be required to have a functional Social and Environmental Management System (SEMS) approved by IFC, and appoint an Environmental and Social officer to ensure sound execution of the SEMS. The client will need to submit annual environmental performance reports to IFC according to an IFC-approved reporting format.
