Patisen, based in Dakar, Senegal, was founded in 1981 by Mr. Youssef Omais, a Senegalese national, who owns and manages the business.

The total project cost is estimated at EUR23 million. IFC’s proposed financing is up to EUR11 million.

Patisen’s existing facilities whose production capacity is being expanded are located in industrial zones of Dakar, Senegal. The new facility is expected to be built near Ndiass, Senegal, in proximity to a new highway and airport that are under construction.

- Increase supply of food production domestically, thereby benefiting local consumers. - Support transformation of a local company into a regional champion. - Employment creation: The Company has 250 full-time employees and 1,000 temporary employees. The Project will create additional jobs. - SME development: The Company assists small wholesalers with a professional Patisen sales force to distribute its products to consumers, thereby transferring marketing know-how and sustainability of local SME wholesalers.

IFC will support a local sponsor with its first long-term project scope and fund raising. IFC will help institutionalize and professionalize the Company and will assist in such areas as strategic advice, corporate governance, insurance, environmental and social standards, and possibly Cleaner Production and nutrition programs.

This project involves the expansion of Patisen''s production capacity and subsequent relocation to a new production facility. The investment will have impacts that must be managed in a manner consistent with the following Performance Standards: PS 1: Social and Environmental Assessment and Management Systems, PS 2: Labor and Working Conditions, PS 3: Pollution Prevention and Abatement, and PS 4: Community Health, Safety and Security.

Environmental, social, food safety, occupational health and safety and community impacts associated with the expansion of production lines and the construction and operation of a new production center are predictable and, as such, can be managed with the appropriate provision of resources, commitment and capacity on the part of the Client.

In summary, the proposed investment is provisionally categorized as a B as the project is thought to have potential limited social or environmental impacts that are few in number, generally site-specific, largely reversible and readily addressed through mitigation measures.
