The Universidad Autonoma de Guadalajara, A.C. is the oldest private university in Mexico. The University was founded in 1935 and has around 13,500 enrolled students in all levels of its educational system, with around 10,500 of them enrolled in UAG’s higher education programs. UAG offers K-12, bachelor and post graduate studies as well as professional degrees at its community college (UNICO). UAG founded the oldest private medical school in Mexico, the UAG School of Medicine, which is very prestigious amongst Mexican and US students and which conforms around 45% of UAG’s enrollments. About 16,000 physicians in the US have graduated from the UAG School of Medicine.

UAG also owns two hospitals, Hospital Angel Leaño and Hospital Ramon Garibay, which support the training of its School of Medicine students as well as its Programa de Medicina en la Comunidad (“PMC’). PMC provides community health education and primary medical attention to underserved segments of the population in the Guadalajara metropolitan area.

UAG is well recognized worldwide in the field of education because of its excellent academic level and active involvement in the most relevant international organizations. UAG has more than 100 cooperation agreements with universities in 18 countries, including North America, Latin America, Europe and Asia. Student and faculty exchanges are very active at UAG with close to 500 participants every year.

The total Project cost is estimated at MXN 1,285 million (approximately $110 million). The proposed IFC investment is a MXN 585 million (approximately $50 million) A Loan for IFC’s own account. The IFC A Loan will finance items (i) through (iii) of the Project.

The Project is to be implemented mainly at the UAG’s main university campus, UNICO existing and new campuses, Medical School and UAG’s hospitals.

(i) Provision of quality education as the University refurbishes its existing facilities, improves its academic offerings and strengthens its balance sheet
(ii) Increase in reach to other population segments beyond those traditionally served by UAG through the expansion of its community college (UNICO)
(iii) Demonstration effect by enhancing the credibility of financing educational institutions in Mexico

(i) Corporate governance strengthening
(ii) Long-term partnership that would: a) support UAG''s growth plans, specially in expanding its vocational market-oriented model outside of Mexico and b) exchange know-how in education sector,
(iii) Assist UAG at implementing Environmental & Social best practices
(iv) Provide long-term funding in accordance to investment plan test

UAG will have limited impact on the surrounding environment and has been classified as a Category B according to IFC’s Environmental and Social Review Procedure, as issues can be addressed through known and accepted procedures and technologies to avoid or mitigate social and environmental impacts. UAG’s core business is the operation of universities, technical colleges, professional schools and K-12 schools in 3 cities in Mexico, but primarily in Guadalajara, Mexico. Most of the assets are owned and operated by UAG. The key social and environmental issues associated with the project as a whole include: developing an environmental and social management system (ESMS), managing energy, water and waste effectively and efficiently, addressing life and fire safety issues in all of their facilities and ensuring any new build is in compliance with World Bank/IFC Guidelines before construction is completed, ensuring general human resource policies are in place, with no evidence of restriction of freedom of association/collective bargaining, formalizing procedures for grievance mechanisms for employees and neighbors, and managing short term construction impacts in neighborhoods where their facilities are located.
