Project Description

Established in 2002, Universtar Science & Technology (Shenzhen) Co. Ltd. (“Universtar” or the “Company”) is a leading provider of environment monitoring equipment and services in China. Its core operations include manufacturing equipment, managing data monitoring systems and providing environmental treatment services. The Company’s clients include municipal and provincial governments as well as private sector industrial clients. The Company’s proposed US$180m investment plan spans 2010 and 2011, and will be used to support its business operations related to online monitoring equipment and services in China.

Development Impact

IFC's expected development impact resulting from a potential investment in Universtar includes: (i) Contribute to the development of the environment protection sector in China and assisting local governments achieve their short-and medium-term environment protection goals; (ii) Help China address key climate change challenges by financing a company that produces equipment that energy intensive industries and local governments can use to monitor their water and air emissions; and (iii) Provide a means for Chinese environment regulators to have reliable and consistent data so that it can monitor and prioritize environment performance and objectives.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects. A limited number of environmental and social impacts will result from the project, which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The scope of review of Universtar''s operations included assessment of the Company’s operations and capacity to provide oversight and monitor compliance with IFC’s Performance Standards as well as local environmental, social and occupational health and safety regulatory requirements for its operations. Since this investment may be used to support other projects, which are yet to be identified, going forward, the Company shall consider all relevant social and environmental risks and impacts, including the issues identified in PS1 through PS8 while assessing any new business opportunities or service models.
