The Project is owned and sponsored by Mr. Sergei Generalov (75%), a co-owner of Industrial Investors, a major Moscow-based investment group and Mr. Sergei Nedoroslev (25%), the President of Kaskol, a large Russian financial and industrial holding, which among others includes Sokol aviation plant, the manufacturer of the M101 aircraft.

The proposed investment involves the IFC C Loan of up to $15 million.

The Project is headquartered in Nizhniy Novgorod, Russia.

Implementation of the Project will have a strong positive impact on air transport connectivity between cities currently underserved or not served at all by air carriers, especially in remote and underdeveloped parts of Russia. Better access to air transportation will play a catalytic role in establishing, consolidating and further developing business and cultural contacts between communities, businesses and people, and eventually facilitating economic growth, especially in the pockets of poverty. Also, the Project will have a positive impact on the Russian aircraft manufacturing industry and suppliers, supporting airport infrastructure in many smaller cities of Russia, demonstrating the benefits of innovation and international cooperation to the domestic aircraft manufacturers and offering new creative approaches and best practices to the air transport sector. IFC will be a source of long-term financing which is still difficult to secure in Russia. IFC’s participation in the form of quasi-equity will significantly improve the Project’s ability to attract debt financing at terms and with maturities required for the successful implementation of the Project.

This is a category B Project according to IFC’s environment and social review procedure. The following potential environmental, health, and safety impacts of the Project were analyzed:

- EHS management systems;
- aircraft operations safety and emissions and noise;
- maintenance-related hazardous materials, effluents, and wastes management; and
- employee health and safety.

The Company will develop and implement plans to address these issues to ensure that they comply with applicable Russian laws and regulations and World Bank requirements.
