Project Description

The project involves an overhaul of the existing activities of NOSA through the following components: - improvement of the work flow, - upgrade of the plant safety and environment conditions, - installation of control, measurement and monitoring devices; and - the expansion of the production capacity from about 8,700 to 17,400 tpa. The company specializes in the production of laundry soap, using locally produced palm oil as the main raw material. IFC supported the company with a guarantee facility (approved in June 1998, and committed in Feb. 1999) of CFA280 million ($0.4 million) to launch the then greenfield project.

Development Impact

IFC's loan will provide long term financing, which has not been easy to raise from local financial institutions in Cameroon. The developmental impact resulting from the project includes: - contribute to adding value to a local raw material resource and thus help economic development and provide added income to small palm tree planters; - expand the company’s activity, further enhance competition, and improve the regional distribution of the soap industry currently concentrated in Douala and Bafoussam; - improve the environmental and safety conditions of company operations, and for workers; and - maintain 105 permanent jobs, while creating additionally 30 permanent and 22 temporary positions.

This is a Category B project according to IFC''s Procedure for Environmental and Social Review of Projects, because a limited number of specific environmental and/or social impacts may result which, can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria.
Location of environmental documents in locally affected community
The environmental documents will be located in the municipal office of the district of Simbock in Yaounde, as well as on the company's bill board in the company's Office and project site in Yaounde, Cameroon.
