Project Description

The project involves the modification of Animal Waste Management Systems (AWMS) on swine, dairy or other livestock farms to enable the capture and disposal of methane, produced by animal waste. This capture and disposal of methane will generate a stream of revenues through the creation and sale of Certified Emission Reductions (CERs) or Carbon Credits under the Kyoto Protocol. The project involves modification of AWMS on sites in Brazil, Mexico and other countries over a several-year period.

Development Impact

The project is expected to have a significant development impact and no has known negative consequences. The benefits include:
- Cleaner Environment:
The improvements in the AWMS will directly benefit both the air quality and underground water quality. Since the animal waste will now be discharged into lined lagoons, the water quality is expected to improve.
- Source of renewable energy:
The capture of methane will provide a potential renewable source of energy to the farmers, thereby reducing energy costs or providing an additional source of revenue (through the sale of the energy into a grid).
- Source of organic fertilizer:
The output from the secondary and tertiary lagoons can and is being used by the farmer as organic fertilizer, providing the farmer significant financial benefits from higher produce levels, reduced spending on fertilizers and better prices for the crops.
- Demonstration impact:
The installation of the digesters on some farms has led other farmers to sign up and they are keen that such digesters be installed on their farms also. Also, the set-up can be easily replicated in other markets given that animal waste systems are similar across geographical boundaries and the combined development impact would be significant.
- Job Creation:
The construction phase will create significant number of jobs and on an on-going basis more than 200 jobs will be created to maintain the digesters.
IFC’s Role in the project would be to:
- Provide capital that would allow the company to implement the project rapidly in markets that it has already made a start, e.g. Brazil and Mexico.
- Help the company attract other types and sources of capital. As the company rolls out the project and at an appropriate time, in addition to equity financing, IFC could help the company raise debt financing.
- Assist the company in entering new markets and building out the project in other countries. The business model of the company is highly scalable and through its presence in many countries, IFC could provide guidance to the company in entering these markets.
- Through its participation in the project, IFC will be providing potential buyers of the CERs some comfort on the credibility of the company supplying the CERs.
- Finally, share with AgCert WBG’s knowledge and experience with carbon credits. IFC has been active in the Carbon Credit market for over five years and since January 2002 has managed the €44 million IFC-Netherlands Carbon Facility (INCaF) to purchase carbon credits from eligible projects in developing countries.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific social and environmental impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this Project consisted of appraising technical and environmental/social information submitted by the project sponsor.

Initially, the document will be posted in the local language at the nearest local government office in which the Project is being undertaken. Thereafter as the company rolls out more sites it will be provided at stakeholder meetings, will be made available to the farmers and can also be viewed on the company website (www.AgCert.com).
