DPL was set up in 1991 as a pharmaceutical division of Dabur India Limited (DIL), a leading company in consumer products and ayurvedic specialty products in India. DIL was founded in 1884 by the Burman family of India. Its main focus has been the manufacture and marketing of personal care and healthcare products based on traditional Indian herbs and medicines. After DPL’s de-merger from DIL and its subsequent listing on the stock exchange on September 30, 2004, the shareholders of DPL were the same as of DIL. In December 2004/ January 2005, the sponsors sold approximately 2% of their shareholding in DPL, consequent to which the Burman family controls approximately 76% of DPL . Institutional and retail investors account for most of the remaining equity in DPL.

The total project cost is estimated at $70 million equivalent. IFC is exploring a possible equity investment of $15 million in the company to finance part of this expansion program.

DPL’s manufacturing facilities are located in Kalyani (West Bengal), Baddi (Himachal Pradesh) and Bordon (UK) (owned by Dabur Oncology Plc a 100 % subsidiary of DPL ). The company is headquartered in New Delhi, India. The company has marketing network in over 30 markets across the world.

The life sciences sector has the potential to make dramatic improvements in the health of the Indian population and worldwide. This is an area that is at the heart of the Millennium Development Goals, central to WBG strategy. The project will help achieve these goals by: - strengthening India’s life sciences and pharmaceuticals sectors; - bringing high quality jobs to India in the area of health related research and development, through the expansion of R&D; - supporting a company committed to the highest international standards with USFDA and EU approvals being sought for its products and facilities; - facilitating important and innovative research in oncology; and - allowing a company producing high value added products to increase its capacity and exports. IFC, through its global presence, will be a valuable long term partner by helping DPL implement its long term globalization and financing strategy and thus transform the Company into an international player. IFC’s proposed financing would provide the needed growth capital to DPL to expedite the commercialization of its R&D based new oncology products. IFC’s role, in this sector, could thus serve as a catalyst in demonstrating that an Indian life science firm with a tradition of quality, ability to adopt international regulatory standards and with a growth strategy, can attract international investment.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environment, health and safety impacts of the projects were analyzed.
