Project Description

UralTransBank (UTB or the bank) is a private bank based in Yekaterinburg (formerly Sverdlovsk) with a branch network throughout the Urals region. The bank focuses on lending to SMEs, entrepreneurs, and individuals. Despite its relatively small size and regional location, UTB has established an impressive branch network in what is one of Russia’s most important economic regions. UralTransBank is the 3rd largest in the Urals region by IAS equity with the net worth of $20.8 million and total assets of $100.6 million equivalent as of end of 2002. Proceeds of IFC loan would be used for on-lending to privately controlled small and medium enterprises.

Development Impact

This is a category FI Type 1 project according to IFC’s environmental and social review procedure. The bank will be required to establish an environmental management system for its corporate and SME lending operations to ensure that the activities and enterprises it finances comply with Russian environmental and occupational health and safety requirements. Designated UTB officers will complete IFC’s environmental training course for financial intermediaries and the bank will provide IFC with environmental performance reports on an annual basis.

Underdevelopment of the financial sector in Russia, especially in the regions, is one of the major weaknesses of the Russian economy. In addition to addressing this gap, the project will have a positive impact on regional economic development as:
- UTB will broaden the range of financial products available to its clients, particularly loans for the acquisition of equipment. SMEs in Russia have few potential sources of credit, and most credit is only available for short tenors. The underdeveloped SME sector has been consistently identified as a major barrier to growth, and this problem is noticeable in the Yekaterinburg area which is dominated by large, formerly state-owned enterprises.
-UTB’s capacity to develop into a leading regional bank will be strengthened.

IFC Role
- Through providing long-term financing, IFC will help the bank to expand its client base and to broaden funding sources, including improved ability to raise deposits.
- IFC will extend geographic reach of its investment operations to the Urals region (Sverdlovsk oblast is the 5th largest by population in Russia and one of the most important industrial and commercial centers in the Urals) and support a bank which may play a role in regional consolidation in the banking sector.
