Project Description

The proposed project involves the construction of a 240,000 tons annual capacity greenfield float glass plant in the Russian Federation to meet its growing domestic demand. The project will be located in the Moscow region close to its target markets. Initially sales will focus on the construction industry but later may expand to the automotive sector.

Development Impact

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects. The most important environmental, health and safety and social impacts are related to:

- site location and suitability;
- sustainable raw material supply;
- air emissions; and
- occupational health and safety.

The project would have a substantial impact on the development of the industry and the local economy. Pilkington would bring state-of-the art float glass expertise and the best technological and managerial practices to Russia. The project will increase the competitive structure of the glass industry in the country and consumers will benefit from competitively priced, better quality float glass. It would create jobs and would also positively affect the country's balance of payment account as it results in import substitution. As a large industrial complex, the project would also generate linkages with other industries. IFC Role consists of: - providing long-term funding which otherwise is not available in the country, - ensuring that the project is implemented in an environmentally sound way, - the project could encourage other lenders and investors to consider investments in the Russian Federation.
