Description of Company: Huarong has the largest NPL portfolio among the four Chinese AMCs, with a current total claim value of about RMB 407.7 billion (US$49.7billion). Huarong is mandated to maximize recovery through management and disposition of NPLs through various exit options, including voluntary transfers, discounted pay-offs, loan restructurings, foreclosures, debt-equity swaps and portfolio auctions.
Purpose of Project: The purpose of IFC''s support to this auction is to encourage a transaction that is fair, transparent, and follows international best practices, one which would set a precedent for future sales and help provide much-needed momentum to the development of the NPL market in China.
Development impact/IFC''s role: IFC''s participation would lend essential credibility to a landmark transaction, the success of which will accelerate the development of a Chinese NPL market and help restructure the banking system. IFC''s role would contribute to encourage foreign participation, increase competition, restructure assets and help develop a local NPL market. Through years of lending to unprofitable state-owned enterprises, the Chinese banking system has accumulated a vast amount of NPLs, estimated to be as much as US$440 billion, equivalent to 42% of 2000 GDP. A developed NPL market is needed to help China resolve a massive NPL problem that, if left unresolved, could hamper the country''s growth.
