Project Description

The Project entails the development, testing and deployment of specialized, easy to access, web-based supply chain finance platforms in Nigeria and possibly other African countries. The Project will be implemented in partnership with C2FO, a well-established, United States based, global supply chain finance platform.

Financial Additionality Innovative Financing Structure and Access to Capital: through the proposed Project, IFC is in a unique position to leverage its knowledge of and experience in supply chain finance products, as well as its global reach and existing relationships, both with corporate clients and financial institutions to play a catalytic role and make a difference in bridging existing market gaps and improving the availability of affordable and sustainable financing for African MSMEs. Working with C2FO, IFC will be establishing a multi-bank, multi-buyer solution to allow African MSME suppliers, some of whom are traditionally not considered bankable, to receive financing and to reduce financing costs. Resource Mobilization: the proposed Project will mobilize private capital through partnerships with anchor buyers and banks. The Project will channel capital from the largest Nigerian anchor buyers and banks to MSME suppliers by leveraging SCF techniques and lowering lenders reliance on stand-alone MSMEs creditworthiness.

E&S Category Rationale / Risks and Mitigation

This project has been classified as a Category C project in accordance with IFC’s Policy on Environmental and Social Sustainability. The proposed project is expected to have limited adverse environmental and social (E&S) impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). While all IFC Performance Standards (PSs) are applicable to this investment, the key E&S issues in this project are related to the company’s capacity and systems to identify the E&S risks associated with MSME activities in Nigeria and other targeted countries, human resources management, labor and working conditions, and life and fire safety, in a manner consistent with PS1 and PS2. The Company will lease office space with valid Fire Safety permits and use off-the-shelf equipment to operate an online marketplace. The company will establish a set of human resources policies and procedures that are appropriate for its size and workforce and compliant with relevant host country laws and Performance Standards. IFC will require the company to comply with IFC PSs and local legislation. The company will also be required to notify IFC in the event of any significant E&S adverse events and incidents and in the event of any changes in nature or scope of its operations.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
