Project Description

The proposed investment would support the development of the 288 MW Dunarea greenfield onshore wind power plant in Constanta County, Romania (the “Project”). 211 MW of its overall capacity were awarded 15-year Contract-for-Difference (“CfD”) under Romania’s support scheme with the balance expected to operate in the competitive electricity market on a merchant basis.

Development Impact

IFC expects the Project to contribute to Romania’s green energy transition by adding 288 MWp of wind capacity. The Project will also contribute to improved competitiveness by demonstrating the viability of a hybrid offtake structure without government support in a market where generation is dominated by SOEs, while enhancing resilience by diversifying the energy mix and ensuring long-term energy security.

IFC will provide long-term financing on competitive terms for a utility-scale onshore wind project partially backed by an EU-supported CfD. Such financing is increasingly difficult to source in the local market, as Romanian commercial banks are approaching sector exposure limits. IFC's early engagement and contributions to funding raise, and its role as Green Loan Coordinator are expected to directly mobilize from commercial banks and DFIs. IFC will also leverage its expertise and knowledge of the sector to help the client to structure the transaction as a Green Loan. It will ensure compliance with IFC Performance Standards and help structure action items to support the implementation of its gender action plan.

E&S Category Rationale / Risks and Mitigation

This is a Category A project as per IFC’s Policy on Environmental and Social Sustainability, as the project activities have the potential to cause significant adverse environmental risks and/or impacts that are diverse, irreversible, or unprecedented. The project is a large-scale (up to 315 MW) greenfield wind energy development located in proximity to multiple [4] Natura 2000 designated areas and a key risk for this project concerns avoiding, monitoring, and managing biodiversity impacts.

Other E&S risks and impacts are expected to include: (i) adequacy of ESIA documentation in line with IFC PSs; (ii) the company’s and contractor’s E&S management capacity and systems; (iii) stakeholder engagement and grievance mechanisms; (iv) labour and working conditions, including OHS, contractor management, emergency planning, gender-based violence and harassment (GBVH), child/forced labour, workers’ grievance mechanisms and supply chain risks including human rights impacts ; (v) resource efficiency, noise, shadow flicker, and visual impacts; (vi) community health, safety and security, including blade and ice throw and traffic risks; (vii) land use and livelihood impacts on private landowners, tenant farmers, and informal land users; and (viii) impacts on tangible and intangible aspects of cultural heritage.
