Project Description

The proposed project is an unfunded trade finance facility under IFC's Global Trade Finance Program (GTFP) of up to US$50 million for Banco de Bogota S.A. (the bank). The trade line will support the Bank's short-term trade finance transactions by offering confirming banks partial or full guarantees to cover payment risk of the Bank.

The proposed project consists of an unfunded trade finance facility under IFC’s Global Trade Finance Program (GTFP) of up to US$50 million for Banco de Bogota. The facility will support the Bank’s short-term trade finance transactions by providing partial or full guarantees to confirming banks to cover the payment risk of Banco de Bogota for eligible trade transactions in Colombia. The environmental and social (E&S) risks and impacts associated with the supported trade finance activities are expected to be low and the Project has therefore been classified as FI-3 in accordance with IFC’s Sustainability Policy. Trade finance transactions supported under the Project will be required to comply with IFC’s Exclusion List and will not support activities associated with: upstream oil and gas production, coal-related activities, gold mining, deforestation, exports of gold and timber, non-RSPO certified palm oil, or any other excluded activities. Higher E&S risk activities that may involve, for example: (i) involuntary resettlement; (ii) adverse impacts on Indigenous Peoples; (iii) significant risks or impacts on the environment, community health and safety, biodiversity, or cultural heritage; (iv) retrenchment; or (v) significant occupational health and safety risks, including risk of serious injury or fatality to workers, will not be supported under the Project. IFC will also review the details of the underlying trade transactions, as applicable, to confirm compliance with IFC’s Exclusion List and other relevant eligibility criteria.

The Bank is an existing IFC client with a satisfactory E&S performance. Banco de Bogota has developed and is implementing an Environmental and Social Management System (ESMS) since 2020, which was updated in 2023 and that is partially aligned with IFC requirements. The ESMS includes an Exclusion List and documented procedures for E&S due diligence and monitoring, applicable to Project Finance and Corporate Loan transactions above US$5 million, as well as selected transactions above US$2.5 million in sectors with elevated E&S risk. In 2025, the Bank initiated further enhancements to the ESMS, including the integration of an IFC Performance Standards (PS) questionnaire. The ESMS is primarily managed by the ESG Risk Management Team, with technical support from the Technical Asset Management Department. The E&S categorization process is grounded in pre identified sectoral risk profiles; however, it does not yet systematically incorporate project specific attributes that may elevate E&S risks, such as involuntary resettlement or impacts on Indigenous Peoples and their lands. Consequently, additional criteria are required to adequately identify higher risk activities for exclusion from the use of proceeds.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
