The most significant, expected project level outcome is increased access to care for Malaysians. The project is expected to deepen the development of Malaysia's healthcare system, and elevate the efficiency and quality of care. Beyond the project, IFC anticipates that its investment will promote greater market competitiveness via competitive pressure and demonstration effects.

IFC's additionality in the proposed project is both financial and non-financial. Financial additionality is provided through IFC's own-account equity and its role in mobilizing private investment. Through supporting the Company's IPO, IFC will help the Company to access long-term patient capital that is needed for its expansion plans, but is not readily available through the public equity market, as illustrated by the low number of listings on the Main Market of Bursa Malaysia in 2025. Non-financial additionality is provided through knowledge, innovation, and capacity building and standard setting, including supporting the Company by becoming a signatory in the IFC-led initiative Ethical Principles in Health Care (EPiHC) and participating in IFC’s Healthcare Benchmarking program, which helps strengthen the Company's operational efficiency, and further enhance business performance, patient safety, and clinical outcomes.

The investment is a Category B project. Based on information reviewed by IFC, the proposed project will have limited adverse E&S impacts that are few, site-specific, largely reversible and expected to be addressed through existing mitigation measures and good international industry practices (GIIP).

Key Environmental and Social (E&S) risks include adequacy of the following systems and measures: i) the company's systems for managing and monitoring E&S risks and impacts from its operations and expansion projects; ii) fair, safe, hygienic and healthy working conditions for labor, including prevention of exposure to hazardous conditions, radiation, hazardous materials including waste anesthetic gas; iii) facility design and implementation of measures for employee, patient and community protection from infections and diseases; iv) prevention of Gender-Based Violence and Harassment (GBVH) and child protection; v) contractor management including protection of migrant construction workers; vi) hazardous materials, waste and effluent management: (v) resource efficiency measures; vi) healthcare service safety and community health and safety; vii) infrastructure safety, universal access, life and fire safety (L&FS) and emergency response.
