Project Description

The proposed investment consists of a purchase by IFC, for its own account, of senior unsecured notes, with a five-year tenor and equal semi-annual principal repayments, for an amount of up to XAF 6.6 billion (US$11.7 million equivalent) to scale up leasing services and lending to micro, small, and medium-sized enterprises (MSMEs) in Cameroon. The notes will be issued by Societe Camerounaise de Credit Automobile, a leasing and equipment finance company best known under its commercial brand Alios Finance Cameroun (Alios or the Company) (the Project). The Project will be included in the MSME Finance Platform BOP Envelope and supported by a pooled first loss guarantee (PFLG) of up to US$40 million provided by IFC acting as implementing entity of International Development Association (IDA) Private Sector Window’s Blended Finance Facility (IDA PSW BFF). Additionally, the Project will be supported by a cross-currency swap with IDA through the IDA21 PSW Local Currency Facility (IDA PSW LCF).

Associated Advisory Engagement

The Project will be complemented by an Advisory Services (AS) program to support Alios in strengthening its risk management framework, credit underwriting processes, asset-liability management, digitalization, and human resource capacity. It will also support Alios in enhancing its ability to serve MSMEs. Additionally, the AS program will assist Alios in building its gender reporting capabilities.
