Costa Rica shows a mixed performance in productive integration and human capital. Only 61% of manufacturing inputs are domestically produced, indicating limited local value chains despite a strong export-oriented sector. Human capital indicators are solid, but labor outcomes lag, with just 49% skilled workers and high unemployment. Project Outcomes: The most significant expected project level outcomes are increased formal employment and foreign exchange generation in Costa Rica, through the construction of a greenfield manufacturing facility. Market Outcomes: Beyond direct project outcomes, IFC anticipates that its financing will strengthen market competitiveness in Costa Rica’s med-tech sector through demonstration and replication effects. By enabling domestic production at scale of an advanced drug-delivery medical device integrating disposability with embedded electronics, an activity not currently undertaken at scale in the country, the Project is expected to catalyze supplier upgrading, skills spillovers, and deeper local linkages, supporting the gradual transition of Costa Rica’s med-tech ecosystem toward higher-value and more technologically complex manufacturing.

IFC’s additionality in this project is both financial and non-financial. Financial additionality comes from IFC’s provision of a USD financing and mobilizing a significant financing package. Non-financial additionality will be provided through knowledge transfer, innovation, and capacity building, as well as standard setting through strengthening the client’s environmental and social risk management and disclosure practices in line with IFC Performance Standards and international best practice.

This is a Category B project according to IFC's Policy on Environment and Social Sustainability (2012). Based on information reviewed by IFC, the proposed project will have limited adverse E&S impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). Key E&S issues and risks associated with the project include: (i) adequacy of the E&S Impact Assessment (ESIA) and E&S management system (ESMS); (ii) labor and working conditions, particularly in the contractor workforce; (iii) stakeholder engagement/grievance mechanism; and (iv) community health and safety.
