Project level: Improve access to quality education by supporting APU’s growth strategy to expand student capacity, and lead to a wide range of employment opportunities for graduates. This would address the local market demand for skilled labor, and benefit the labor market, skills ecosystem, and economic competitiveness. Market level: Strengthen the competitiveness of Malaysia’s tertiary education market by demonstrating the value of industry-education collaboration at both country and regional level. The Project will also improve the accessibility to Malaysia’s education sector, and improve its positioning as a regional education hub.

IFC's Role and Additionality: IFC will provide (i) equity capital alongside Creador, enabling growth and value creation at APU; (ii) strong signaling effect and confidence to other financiers; mobilization of debt financing; (iii) knowledge, innovation, and capacity building through a tailored Upstream and Advisory program; and (iv) sharing of global best practices and standard setting.

This is a Category B project according to IFC’s Policy on Environmental and Social Sustainability (2012), as the proposed project is expected to have limited adverse risks and/or impacts that are few in number, generally site-specific, largely reversible, and readily addressed through mitigation measures, as described in the following sections. Key E&S risks and issues associated with this Project include: E&S capacity and management system to identify, assess and undertake existing operations and future projects in accordance with IFC PSs including contractor management; fair, safe and healthy working conditions during construction and operation, including adequate and hygienic facilities and amenities for staff and students and measures to address risk related to Gender based Violence and harassment (GBVH) / sexual exploitation abuse and harassment (SEAH); infrastructure safety, universal access, life and fire safety including review of fire safety in the existing building and L&FS designs for proposed buildings; emergency response; resource efficiency and GHG emissions; management of emissions from projects and operations including wastewater and waste; pesticide use; indoor air quality; community safety, security and traffic management; grievance management for contractors, and faculty staff and students during construction and operations, and stakeholder engagement.
