The main outcomes expected from the project relate to its potential to improve access to digital public infrastructure and e-government services for end-users and businesses in Malaysia, resulting in efficiency and time saving, including lower transaction costs for trade and international travel. At the market level, IFC recognizes the project’s capacity to transform the integration and efficiency of the DPI market in Malaysia. This is expected to be achieved by supporting Zetrix AI in the development and operation of the first national blockchain network ("MBI") and demonstrating the deployment of several DPI use-cases using blockchain on the MBI, inducing replication from third party developers.

IFC’s non-financial additionality derives from providing comfort to institutional investors by mitigating non-financial risks as part of the Company’s planned international expansion in the Asia-Pacific (APAC) region. IFC will further help the Company in setting standards on environmental and social (E&S) through support with the implementation of a comprehensive E&S Action Plan (ESAP), and by advising on securing appropriate insurance policies.

This is a Category B Project according to IFC’s Policy on Environmental and Social Sustainability (2012), as the proposed project is expected to have limited adverse E&S risks and/or impacts that are few in number, generally site-specific, largely reversible, and readily addressed through mitigation measures, as described in the following sections.

Key E&S risks for this project include (i) the adequacy of corporate and facility level Environment and Social Management Systems (ESMS) and their compliance with IFC PS; (ii) assurance of fair labor practices, working and living conditions , gender based violence and harassment, and Occupational Health and Safety (OHS), including contractors; (iii) adequacy of supply chain management; (iv) energy efficiency; (v) life and fire safety (L&FS); (vi) emergency response procedures; (vii) stakeholder engagement and grievance handling.
