Project Description

 The proposed IFC investment is an equity investment of up to €40 million (approximately US$45 million equivalent) (subject to 20% of total commitments) in Amber Dragon Ukraine Infrastructure Fund I, L.P., an infrastructure fund targeting €350 million in total commitments (“the Fund”). The Fund will be jointly managed by Amber Fund Management Limited (“Amber”) and Dragon Capital Advisors Limited (“Dragon”, Amber and Dragon together “The Fund Manager”).

The Fund will focus on the reconstruction and modernization of Ukraine’s critical infrastructure and will invest in energy transition (renewable energy generation, transmission and distribution, storage), digital infrastructure (data centers, telecom towers, fiber networks), as well as transport and logistics (ports, roads, rail, industrial parks, cold storage facilities, intermodal terminals).

 

Amber is a well-established global infrastructure fund manager with a strong presence in Central and Eastern Europe. Dragon Capital is a Ukraine-based investment group with deep local roots and a strong track record in private equity and real estate in Ukraine.

 

The Fund Manager JV combines Amber’s infrastructure expertise with Dragon’s local market knowledge to effectively navigate Ukraine’s challenging investment climate.

 

IFC’s investment in the Fund is expected to be supported by Blended Finance contributors under the Economic Resilience Action Program (ERA) for Ukraine, as described in the Blended Finance Section.
