Development Impact

The most significant expected project-level outcome is to increase access to quality fixed broadband connectivity for households and businesses by expanding a high-speed fiber broadband network, driving greater adoption of digital services and enabling country’s digital transformation and economic growth. Further, the project has the potential to result in greenhouse gas (GHG) emissions savings through energy savings. Beyond the project outcomes, this investment is expected to deepen competitiveness in the market for fixed broadband Internet in Indonesia, through demonstration and replication of an innovative business model. By scaling up the open-access wholesale FiberCo model, the transaction introduces a novel approach to shared infrastructure that reduces costs, minimizes duplication, and enhances efficiency in broadband expansion.

IFC’s additionality in this Project is both financial and non-financial. Financial additionality consists of mobilizing debt from parallel lenders in the context of the company’s financial constraints, enabling it to address immediate challenges and support its growth trajectory. Non-financial additionality involves Standard setting by (i) providing guidance to the company’s efforts to align its E&S practices with IFC’s performance standards and (ii) helping the company improve gender diversity and representation in its workforce.

E&S Category Rationale / Risks and Mitigation

This is a Category B project according to IFC's Policy on Environment and Social Sustainability (2012). Based on information reviewed by IFC, the proposed project will have limited adverse E&S impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP).

Key E&S issues and risks associated with the project include: 1) company’s capacity to institute and operate an environmental and social management systems (ESMS) that is appropriate to scale and size of its operations specifically addressing E&S risks in key biodiversity areas (KBA) such as Alliance for Zero Extinction (AZE) and World Heritage Sites (WHS), community health and safety risks, occupational health and safety risks; 2) Human Resources management systems that includes contractors oversight, regulatory compliance, gender based violence and harassment (GBVH); 3) resource efficiency and GHG emission reduction; 4) waste management as per local regulations; 5) supply chain management systems; and 6) stakeholder engagement including community grievance processes and community GBVH risks.
