Job Creation and Skills Development: The project will create direct jobs during the construction phase and full-time positions during operations. Supply Chain Strengthening: The hotel's food and beverage supplies will be sourced locally. This strategy will benefit Ghanaian SMEs, particularly those in agribusiness and retail sectors, by providing them with stable demand and growth opportunities. Consumer Benefits: The Hampton by Hilton-branded hotel will offer affordable yet high-quality accommodations. This will enhance service standards and accessibility for both domestic and international travelers. Economy Wide Effects: The project is expected to create direct jobs starting from the construction phase and additional indirect jobs via increased supply chain activity generated by hotel operations. The increased spending by employees and travelers in the hotel will translate into economic growth and employment. Sustainable Infrastructure: The hotel will incorporate EDGE-certified green building practices, significantly reducing energy and water consumption. This will set a new standard in the hospitality industry. Climate Contribution: The project aligns with Ghana's environmental sustainability goals by promoting resource-efficient hotel infrastructure. This alignment supports the country's broader climate objectives. Market Expansion: The introduction of an internationally recognized mid-scale hotel brand will stimulate competition in the hospitality sector. Demonstration Effect: The success of this project could serve as a model, encouraging further private sector investments in the hospitality industry, particularly in segments that are currently underserved. Resilience and Sustainability The global brand, will set a new benchmark for hotel quality and service within Ghana's market and strengthen the resilience, sustainability of supply chains in the region.

The proposed IFC investment provides financial and non-financial additionality. Financial additionality is provided via scarce long-term financing to the Group, which is otherwise not readily available in the local market. Non-financial additionality is provided via capacity building through IFC advisory. Financial Additionality: Financing structure: IFC will provide an A-loan of up to US$10 million with a 12-year tenor and a 3-year grace period. This financial structure is difficult to secure in Ghana's financial market, making it a unique offering not only for the Company, but also for the hospitality sector. Over the past 12 months, Ghana recorded USD 0.47 billion in syndicated loans, including USD 0.01 billion in the Services sector, while no USD corporate bond issuances at a B+/- rating were recorded, either overall or in the Services sector. Non-Financial Additionality: Knowledge, innovation, and capacity building: IFC will play a key role in supporting the company to adopt best practices in hotel operations, financial structuring, and green building standards. This will include labor advisory, training and innovative approaches, and corporate governance advisory to enhance operational efficiency. Standards setting: The IFC will assist the project in implementing robust environmental and social (E&S) governance frameworks. This includes EDGE certification, which signifies excellence in sustainable construction and operational practices.

This is a Category B project based on IFC’s 2012 Policy on Environmental and Social Sustainability as the proposed Project is expected to have limited adverse E&S risks and impacts that are few in number, generally site-specific, largely reversible, and can be readily addressed through mitigation measures, as described in the following sections.

Key E&S risks and issues include: E&S impact assessment for the Project in line with legal and IFC PSs requirements; adequacy of the company’s E&S management systems and staffing to manage construction and operation in line with IFC PSs and World Bank Group (WBG) Environmental, Health and Safety (EHS) General and Sectoral guidelines; assurance of fair, safe and healthy labor and working conditions for all groups of workers during construction and operation including, grievance management and occupational health and safety (OHS), freedom of association and collective bargaining, prevention of sexual harassment and gender based violence and harassment (GBVH); resource efficiency of new buildings (water, energy and materials efficiency); management of emissions, effluents and waste in line with WBG EHS Guidelines; life and fire safety systems design of the buildings in line with WBG EHS Guidelines; emergency preparedness and response including for climate related events; and h) stakeholder engagement and community grievance mechanism.
