The Project company is Unión Vial Camino del Pacífico S.A.S (“UVCP”), a special purpose vehicle incorporated in Colombia. UVCP is jointly owned by Sacyr Concesiones Colombia, which holds 99%, and Sacyr Concesiones Participadas I, holding the remaining 1%, which in turn is entirely owned by Sacyr Spain. Sacyr Spain has worked on more than 4,700 Km in highways and railways, 2,700 hospital beds, and over 47.5 million airport passengers annually in nearly 30 countries.

The Project cost is estimated at COP$4.2 billion (US$1 billion). IFC intends to provide an A loan of up to US$200 million in COP equivalent.

Project BLB is in Colombia and crosses Buenaventura, Loboguerrero, Buga in the Valle del Cauca department.

This is a Category A investment per IFC’s E&S Sustainability Policy because the project could have potentially significant adverse E&S risks and/or impacts that are diverse, irreversible, or unprecedented. The key E&S aspects associated with this project are related to: (i) corporate and company-level E&S management systems to manage E&S risks during and simultaneous construction and operation and maintenance (O&M) activities along the concession, (ii) fair and safe working conditions and management of OHS aspects; (iii) contractor E&S management; (iv) emergency preparedness and response (EPR); (v) gender and Gender-Based Violence and Harassment (GBVH); (vi) resource efficiency, erosion control and reinstatement, management of waste,  and emissions, including environmental noise from traffic; (vii) managing the land acquisition process, which include past, ongoing and future resettlement; (viii) biodiversity management including restoration of affected areas, fauna passages and overall impacts minimization; (ix) engagement with Afro-Colombian Communities (ACC); and (x) appropriate stakeholder engagement with all communities along the project’s alignment.
