Project Description

Aloreen Company for Investments (“Aloreen” or the “Company”) has been operating under the commercial name of Basra Multipurpose Terminal, a multipurpose terminal (“Terminal 1”) at the Umm Qasr port (the “Port”) in Iraq. Terminal 1 has been operational since March 2016 under a 25-year concession agreement with the General Council for the Ports of Iraq. In 2021, IFC extended a debt financing package to develop a new terminal exclusively dedicated to containers (“Terminal 2”), the original project. Due to higher-than-expected volume growth, the Company is now seeking to increase the overall capacity of Terminal 2 through the procurement of new specialized port equipment and associated civil works (the “Project”).

Development Impact

The proposed investment will: (i) increase the container throughput and handling capacity of Terminal 2 by supporting its operationalization through the financing of necessary equipment and civil works; (ii) increase the Port’s operational efficiency through the purchase of additional cranes and associated civil works; (iii) support competitiveness in the Iraqi container port sector through higher operational efficiency and maximization of productivity.

IFC’s additionality is both financial and non-financial. IFC will provide long-term financing through an A loan that is not readily available in Iraq to complete the construction and procure new specialized equipment for Terminal 2. Additionally, IFC is expected to mobilize additional financiers to provide long-term financing. IFC’s non-financial additionality derives from its support in requiring alignment of the Company E&S management and practices with IFC’s Performance Standards.

E&S Category Rationale / Risks and Mitigation

The project involves financing new equipment for container handling and expansion of the new T2’s yard (“Yard #5”) capacity at Umm Qasr Port (UQP) and its facilities within the premises of an existing operational port area. Therefore, this is a Category B project, according to IFC’s Policy on Environmental and Social Sustainability, as a limited number of project specific environmental and social impacts can be avoided and mitigated by adhering to generally recognized performance standards, guidelines or design criteria.
