Project Description

IFC is seeking to invest in a privately placed unsecured bond (the “Bond”) of up to US$90 million to be issued by Municipality of Ulaanbaatar (“MUB”), the subnational entity of the capital city of Mongolia. The investment entails (i) an own account IFC investment of up to US$65 million and (ii) an investment by IFC-Canada Blended Climate Finance Program (“BCFP”) of up to US$25 million.

 

The proceeds of the financing will be used for the procurement by the MUB of the supply and construction for the 50MW/200MWh Battery Energy Storage System (“BESS”) project. The BESS is designed to store electricity during off-peak times and supply it during peak times (the “Project”), reducing recurrent blackouts during peak demand in the winters and provide grid stabilization.                                                                        

Associated Advisory Engagement

IFC aims to provide upstream/advisory support to MUB with the objectives of (i) ensuring the sustainability of its investment, (ii) building the MUB’s capacity in implementing sustainable infrastructure projects and attracting commercial funding, and (iii) identifying new ways to support the MUB in its future infrastructure developments. Pending selection, assessment of client capacity and confirmation by the client, the following areas of upstream/advisory support are being considered:

1. International public credit rating;

2. Strengthening MUB’s environmental and social risk management capacities leveraging the IFC E&S Academy for Municipal Officers; and

3. Value-added advisory support to strengthening MUB’s public finance/debt management capacity.
