Project Description

The proposed investment is an up to 5-year senior syndicated sustainability loan to Haier Financial Services Co., Ltd. (“Haier Leasing” or “the Company”), an existing IFC client in China. IFC’s support to the Company is aligned with the WBG’s strategic framework, including the evolution roadmap and WBG’s renewed focus on jobs as a pathway to poverty reduction, community empowerment, and economic stability. By helping Haier Leasing grow its sustainable finance portfolios (“the Project”), the proposed investment aims to promote private sector-led job creation in China’s frontier regions, expand financial inclusion for underserved population, mobilize private commercial financing, and support climate-resilient development to promote climate-smart agricultural practices, reduce greenhouse gas emissions and energy consumption. The proposed investment comprises (i) IFC A loan of up to US$100 million equivalent, and (ii) IFC syndicated loan of up to US$100 million equivalent. 50% of the proposed IFC investment will be used to help Haier Leasing grow its social finance portfolio, especially women-led enterprises, in frontier regions in China to support job creation. The remaining 50% of the proposed IFC investment is earmarked for climate finance. The proposed investment will be aligned with the Social Loan Principles (SLP) and Green Loan Principles (GLP) of the Loan Market Association (LMA) to ensure transparency in the use of proceeds, monitoring, and reporting.          

                                  

Associated Advisory Engagement

IFC Advisory Team will support the Company in (i) based on its Social Bond Framework, developing a Sustainability Finance Framework in line with the relevant international best practices such as SLP/GLP of the LMA and Social Bond Principles (SBP)/ Green Bond Principles (GBP) of the International Capital Market Association, (ii) providing technical advice to support the client to implement the Framework. (iii) conducting a baseline assessment of eligible activities, (iv) identifying eligible climate finance projects, with a particular focus on methane abatement measures, biodiversity finance, circular economy, and (iv) enhancing its Environmental and Social Management System (ESMS) and impact management system.
