Project Description

The proposed investment is an unfunded risk-sharing facility with Standard Chartered Bank (“SCB”) in a portfolio of supply chain finance-related assets in up to eight countries in Africa for up to US$300 million with IFC investment of up to US$150 million (the “Project”).

The Project falls under the Global Supply Chain Finance (GSCF) Program, a supply chain finance program launched by the International Finance Corporation (IFC) in December 2022. The GSCF supports trade in the emerging markets by providing funded or unfunded risk participation in partner banks’ facilities.

IFC will risk participate of up to 50% of eligible assets in the facility (up to $150 million for IFC’s own account) and will mobilize SCB for the balance. This Facility aims to support more than 300 suppliers in both domestic and global value chains and over the time period indirectly support over a million farmers in the target countries The eligible Trade assets will be across corporate clients in Africa.

The project is expected to be supported by the IDA Private Sector Window’s Blended Finance Facility (“IDA PSW-BFF”).

Development Impact

Over its three-year life, the Project is expected to support over US$1.5 billion in trade financing. This volume will be directed at a diversified mix of companies and SMEs – following a ramp-up period. The financing will impact over 300 suppliers, companies in Africa, and over 1 million farmers indirectly. In markets where less than 20% of business loans are extended to SMEs, this intervention is designed to help these firms overcome long-standing financing constraints and better integrate into global supply chains by leveraging innovative trade financing structures. Moreover, the trade transactions will benefit some of the key sectors such as manufacturing, pharma, agricultural commodities, and food processing amongst others in the region.

E&S Category Rationale / Risks and Mitigation

The project will be comprised of standard short-term trade loans with a maximum tenor of 18 months in agribusiness, healthcare, manufacturing, pharma, and telecom sectors across eight countries in Africa. The E&S risks of the proposed pipeline are considered medium to low and are readily mitigable. Hence, the Project is categorized as a Category FI-2. The E&S requirements will include IFC Exclusion List and national E&S laws and regulations. The Project will not support any activities on IFC Exclusion List, restricted commodities, coal-related activities, or any of the higher risk business activities that may include: (a) involuntary resettlement, (b) risk of adverse impacts on indigenous peoples, (c) significant risks to or impacts on the environment, community health and safety, biodiversity, cultural heritage, or (d) significant occupational health and safety risks. Any eligible client not meeting IFC's E&S requirements and alignment provisions under the Project, will be excluded.

SCB has a well-developed El & S risk management framework which is publicly available. The framework is being implemented across all its operations including their trade and short-term working capital lines. It includes due diligence procedures for alignment with relevant E&S laws and regulations. The Bank has the requisite capacity and governance frameworks to manage E&S risks of their clients/projects. The Bank's labor practices were found to be largely aligned with IFC Performance Standard 2 on labor and working conditions, while their life and fire safety practices are also considered adequate.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
