Project Description

The proposed IFC investment is an up to US$60 million senior loan to Hebei Huatong Wires and Cables Group Co., Ltd. (Huatong Group or the Company) and its subsidiaries, HT International Trading Services PTE. LTD. (Huatong Singapore), Everwell Cable and Engineering Company Ltd. (Everwell Tanzania) and Everwell Cameroon Cables and Engineering.SA (Everwell Cameroon), to expand its manufacturing capacity in electric cables in Cameroon, and Tanzania. The project scope includes i) expand Huatong Group’s existing copper and aluminium cable production capacity in Tanzania; and ii) meet the working capital needs of its Cameroon plant (the Project).

Associated Advisory Engagement

The Project will collaborate with IFC under the Workforce and Gender Project. IFC will conduct a Corporate Gender and Inclusion Assessment, and based on the findings, provide tailored capacity building and support to develop a gender action plan to enhance policies, practices, and women’s workforce representation.

Development Impact

The Project will improve access to quality insulated wires and cables in key African markets, support national electrification plans, and reduce reliance on costly imports. It is expected to create 920 direct and 2,580 indirect jobs in Tanzania and Cameroon, enhance domestic industrial value, and boost foreign exchange through increased exports. The Project is expected to enable downstream power-sector development and support the expansion of electricity access in Tanzania, where capital expenditures are concentrated. The Project is also expected to expand electric cable production markets in Tanzania and Cameroon by scaling up domestic production and generating demonstration effects for other market players.

IFC provides both financial and non-financial additionality. The financial additionality is provided through long-term financing distributed across two countries in SSA, which local banks struggle to provide. Non-financial additionality is provided by enhancing the Company’s environmental and social (E&S) management systems in line with IFC’s performance standards (PSs) and enhancing the Company’s workplace gender equality and inclusion policies through potential IFC gender advisory support.

E&S Category Rationale / Risks and Mitigation

This is a Category B project according to IFC's Policy on Environment and Social Sustainability (2012). The project is expected to have potential limited adverse E&S risks and/or impacts that are few in number, generally site-specific, largely reversible, and readily addressed through mitigation measures. Key E&S risks and issues for this investment are: (i) implementation effectiveness of Huatong’s corporate E&S Management System (ESMS) across its operations in Tanzania and Cameroon, (ii) EPC Contractor management in alignment with Tanzania E&S requirements, Huatong’s corporate requirements and IFC PSs requirements; (iii) fair treatment and safe working conditions for employees and contractors, including implementation of HR policies and procedures aligned with PS2 requirements; (iv) resource efficiency and GHG emissions, management of air emissions and dust, noise, solid/hazardous waste, and effluent; (v) community safety, traffic and use of security forces; and, (vi) stakeholder engagement and community grievance management.
