The proposed IFC loan, structured through a cross-currency swap with IDA via the IDA PSW LCF ("blended concessional finance co-investment"), aims to address the significant risks associated with the country, company, and project. These risks create a mismatch between risk and return, making it challenging for the project to secure the necessary long-term financing in local currency. Although IFC is willing to provide long-term financing, the company is not inclined to take on a USD-denominated loan due to foreign exchange risks. Moreover, the 35% interest rate required for a commercially priced, long-term HTG loan is prohibitively high for the company. Without IDA PSW’s support, securing affordable, long-term financing in HTG would not be feasible, and the project would not proceed. The level of concessionality (i.e., “subsidy”) provided by the blended concessional finance co-investment is estimated to be approximately 51% of the total project cost. The total cost of the project is US$4.5 million. This estimate is based on the difference between (i) a “reference swap rate” and (ii) the “concessional swap rate” received by the IDA PSW LCF. As is the case with all IFC’s blended concessional finance co-investments, this project has been assessed against the Enhanced Blended Concessional Finance Principles for Development Finance Institution (“DFI”) Private Sector Operations adopted by IFC and more than 20 other DFIs in 2017. IFC expects the Project to generate positive environmental effects through supporting the Company’s energy transition to solar power systems. Beyond the Project, IFC anticipates that its financing will contribute to promoting resilience in Haiti’s food processing sector by demonstrating the feasibility of adopting renewable energy solutions.

IFC’s long term investment will enable the Company to properly execute its energy transition plan. IFC’s additionality in this Project comes in the following forms: long-term financing structure, providing technical and market knowledge and expertise related to energy transition, and supporting the Company on good international industry practices in line with IFC Performance Standards through implementation of the Environment and Social Action Plan (ESAP).
