The Project is expected to be implemented through two companies: Institut de Cancérologie et de Radiothérapie d’Abidjan (ICRA) for the oncology center and Hôpital International Ophtalmologique d’Abidjan (HOA) for the ophthalmology center. 

The total Project cost is estimated at EUR67.4 million (approximately XOF44.2 billion). A financing package of up to XOF25.7 billion senior debt (approximately EUR39.2 million) is proposed, in respect of which IFC will act as guarantor of up to XOF 12.85 billion (approximately EUR19.6 million) of the senior debt through an unfunded partial credit guarantee, and will mobilize up to XOF 12.85 billion (approximately EUR19.6 million) of senior debt.

The Project facilities will be located in Abidjan, Côte d’Ivoire.  

This is a Category B project according to IFC’s Policy on Environmental and Social Sustainability, as it is considered to involve potentially limited adverse environmental or social risks and impacts that are few in number, generally site-specific, largely reversible, and readily addressed through mitigation measures. Key risks and issues associated with this Category-B project will include: (a) group and project SPV’s E&S capacity, management systems and staffing to manage construction and operation of proposed centers in line with IFC Performance Standards (PSs); (b) assurance of fair, safe and healthy living and working conditions for the employees and contract workers; (c) conservation of energy, water and process materials including green building design; (d) emissions, effluents and waste management during both construction and operation in line with WBG EHS Guidelines; (e) life and fire safety design of the proposed centers and emergency response in line with the WBG EHS Guidelines; (g) impacts on nearby communities due to construction activities, traffic and security, worker influx including GBV; and (h) community grievance management.
