Project Description

IFC is considering providing a senior A-loan of up to US$60mn (“IFC Loan”) to Fatima Fertilizer Company Limited (“Fatima Co” or the “Company”) which will be used to import raw materials, machinery, and pay for technical services from international providers for the Company's operations (“Project”).

Development Impact

Financial Additionality - Financing structure: Critical US$ liquidity support amidst prevailing FX constraints in Pakistan is needed to finance the Company's working capital, maintenance capex and fees to be paid to technical services providers. IFC will provide financing on terms not otherwise available in the local market, with one year tenor, renewable for up to two additional years. Non-financial Additionality - Standard setting: IIFC conducted a diagnostic for Fatima's E&S considerations. Based on the diagnostic, IFC will support Fatima Co to align its operations with IFC Performance Standards and industry best practices on E&S aspects.

E&S Category Rationale / Risks and Mitigation

This is a Category B project according to IFC's Environment and Social Sustainability Policy. The proposed project will have limited adverse E&S impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). Key E&S risks and issues include (i) the Company's management and monitoring systems to assess and manage E&S risks and impacts from its operations and supply chain; (ii) consistent management of labor and working conditions, workers' grievance mechanism including Gender Based Violence (GBV); (iii) child protection-related risks deriving from the operation of the school; (iv) operational hazards and process safety management; (v) community and stakeholders engagement; (vi) resource efficiency measures related to water and energy use; (vii) monitoring and management of air emissions, wastewater, hazardous materials; (viii) emergency preparation and response; and (ix) the company’s stakeholder activities related to E&S aspects.
