Worldlink’s founder and largest shareholder, Mr. Dileep Agrawal, leads the promoter group, which holds a majority stake in the company. Institutional investors, including British International Investment and Dolma Impact Fund. In November 2024, WCL secured a €10 million equity commitment from Finnfund.

 The total planned capital expenditure (capex) for FY25-FY28 is $64 million, primarily allocated towards Fiber to the Home (FTTH) expansion ($43 million, 66%) and Data Center (DC) infrastructure ($21 million, 34%). Funding sources include loans from IFC and other lenders for FTTH ($14 million, 22%) and DC development ($15 million, 23%), while equity and internal accruals contribute $35 million (55%).

 This is a Category B project according to IFC’s Policy on Environmental and Social Sustainability as the proposed project is expected to have limited adverse E&S impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). Key E&S risks and issues associated with this project include: (a) adequacy of E&S management systems including the capacity to supervise compliance & effective implementation of EHSS systems directly and by its contractors; b) ensuring fair, safe, and healthy working conditions for its employees & contractors including OHS including freedom of association, grievance mechanism and prevention of sexual harassment, workers engaged by third-parties (during construction and operations); c) Implementing appropriate measures for energy saving, e-waste & hazardous waste management; d) life and fire safety in data centers and community health & safety; e) assessment & mitigation of impacts due to land take for laying FTTH networks especially in remote locations with limited NEA towers; f) assessing and mitigating the effects of the installation process/operations on sensitive biodiversity (if any); and (g) stakeholder engagement and community grievance mechanism (CGM).
