IFC as implementing entity of the IDA PSW is expected to provide up to [US$15] million equivalent in Papua New Guinea Kina (PGK) in the form of a subsidized cross-currency swap or other instrument ("blended concessional finance co-investment"). Without the support of the blended concessional finance co-investment the envisaged development impact of the Project as described will not be achievable. The level of concessionality (i.e., “subsidy”) provided by the blended concessional finance co-investment is estimated to be up to [19]% of the total project cost. The total cost of the project is up to [US$22.4] million equivalent in PGK. This estimate is based on the difference between (i) a “reference price” and (ii) the “concessional price” being received by the IDA PSW. IFC will also make the following information publicly available in the SII and also in a project list to be housed in an IFC and/or IDA webpage that is made publicly available, and update the SII over time as necessary: (a) IFC’s own account commitment amounts at time of commitment; (b) the co-financing amount at commitment disaggregated by DFIs and third-party; and (c) a qualitative description of AIMM outcomes achieved under the Project to be disclosed at the time of project closure (with no reference made to individual indicators). As is the case with all of IFC’s blended concessional finance co-investments, this project has been assessed against the Enhanced Blended Concessional Finance Principles for DFI Private Sector Operations adopted by IFC and more than 20 other DFIs in 2017. The Project is expected to increase access to integrated waste management services for large commercial and industrial players in PNG and increase the volume of industrial and hazardous waste that is treated. At the market level, the Project contributes to increasing sustainability by demonstrating an integrated business model for the treatment of hazardous industrial waste and support the business case for circularity

IFC additionality is financial and non-financial. IFC will provide long-term debt financing in local currency, which is not readily available for private companies in the waste management sector. IFC financing will enable TWM to upgrade and expand its waste management operation. In addition, IFC will continue its upstream engagement to strengthen TWM capability to implement a waste incinerator and expand its business towards the recovery of materials from waste.

This is a Category B project according to IFC's Policy on Environment and Social Sustainability (2012). Based on information reviewed by IFC, the proposed project will have limited adverse E&S impacts that are few, site-specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). Key E&S issues include (i) the adequacy of the TWM’s E&S management systems and their implementation during construction and operation in compliance with national E&S laws and IFC PSs; (ii) air emissions and workers and communities exposure to dioxins/ furans, carbon monoxide, polychlorinated biphenyls and heavy metals; (iii) exposure to contaminants in leachate and runoff; (iv) transport of industrial and hazardous waste and (v) community health and safety. Other risks include labor and working conditions and occupational health and safety, emergency preparedness and response, land acquisition and impacts on indigenous people groups.
