IFC as implementing entities of IFC’s Concessional Capital Window-IDA21 (CCW-IDA21) is expected to provide up to US$5 million as equity with concessional features (“blended finance co-investment”). By doing so, the blended finance co-investment will contribute to increasing access and affordability to clean electricity for critical infrastructure serving households as well as micro and small enterprises in Sub-Sahara African countries, while replacing costly and dirty diesel generators, kerosene, and biomass. Without the support of the blended finance co-investment, the Project impact would not be achievable due to large financing gaps resulting from the limited track record and high perception of risk associated with this nascent industry in a high macro risk environment. The level of concessionality (i.e. “subsidy”) provided by the blended concessional finance co-investment is estimated to be up to [8]% of the total US$20 million Project cost (consisting of DRE projects to be financed by CBEA in the near-term). This estimate is based on the difference between (i) a “reference price” (either a market price, if available; the price calculated using IFC’s pricing model, which comprises three main elements: risk, cost and profit; or a negotiated price) and (ii) the “concessional price” being charged by the blended concessional finance co-investment. As is the case with all of IFC’s blended finance co-investments, this Project has been assessed against the Enhanced Blended Concessional Finance Principles for DFI Private Sector Operations adopted by IFC and more than 20 other DFIs in 2017. The project aims to improve electricity access and reliability in Sub-Saharan Africa by expanding CBEA's portfolio in Nigeria and Madagascar, and potentially other countries. These mini-grids and DRE assets provide clean, stable, and cost-effective electricity to households and micro or small businesses that typically rely on expensive, carbon-intensive diesel generators. The project will contribute to funding investments over the next 12-18 months, with a 6.5MW solar mini-grid capacity in Madagascar, 5.3MW solar mini-grid capacity and battery swapping solutions in Nigeria, which will enable new electricity connections in rural communities. The platform addresses financial challenges for mini-grid developers, reduces cash flow uncertainties, and encourages scaling.

IFC's additionality in this project is anticipated to be both financial and non-financial. Financial additionality includes providing 'IFC equity' due to the limited availability of funding in the emerging MG and DRE sectors. This contribution will also support the Platform in securing additional equity and unlocking concessional finance. Non-financial additionality encompasses 'knowledge, innovation, and capacity building,' through IFC and IBRD’s expertise in the DG sector in SSA as well as 'setting standards' to ensure compliance with international best practice standards on environmental and social (E&S) matters.
