Project Description

The proposed project comprises the financing, design, construction and operation of a new multipurpose terminalincluding dry and liquid bulk, container cargo and Roll-on Roll-off services in Safaga, Egypt (the Project).

The Safaga Terminal Operating Company (the Company), a special purpose vehicle incorporated in Egypt and owned by Abu Dhabi Ports Group, (ADP or the Sponsor), will implement the Project under a 30-year Concession Agreement (CA) signed in December 2023 with the Red Sea Ports Authority (the Grantor).

Under the CA, the Grantor is responsible for constructing the marine works infrastructure while the Company is responsible for the construction of the superstructure, which includes equipment and facilities necessary for the terminal's operations.

Development Impact

The Project is expected to expand access to port services in Upper Egypt, home to a population of 23 million and contribute to economy-wide effects through job creation and fiscal transfers to the government. Beyond the Project’s immediate effects, the new port constitutes one of the largest infrastructure projects in the Southern Upper Egypt Region and can serve to promote regional competitiveness by reducing the cost of logistics for the incumbent firms.

E&S Category Rationale / Risks and Mitigation

This is a Category A project according to IFC's Policy on Environment and Social Sustainability (2012), given that the proposed investment is expected to have significant E&S impacts given that there is a high likelihood of critical habitat values at the bay where dredging works were conducted. There is significant concern that a future Marine Protected Area may be impacted by the dredging of the navigation channel and the use of the dredge disposal area at the bay; this as the Egyptian Ministry of Environment has announced that it will be initiating protective status to the entire Great Fringing Reef in the Red Sea Hotspot. Initial discussions with Hurghada Environmental Protection and Conservation Association (HEPCA) indicated that the Port of Safaga would be in an “exclusion zone”; however, more recent discussions on this matter with HEPCA seems to suggest that the exclusion zone will no longer be applicable. Either way, the dredge disposal area may have an impact on a fringe reef.

Key E&S aspects related to the project include (i) ADP’s E&S management systems and staffing to manage E&S risks and impacts from construction and operations in line with IFC PSs; (ii) assurance of fair, safe and healthy working conditions for employees and contract workers especially on occupational health and safety and welfare facilities; (iii) monitoring and management of air emissions, waste and wastewater, hazardous materials in line with WBG EHS Guidelines; (vi) community impacts due to security, traffic and construction management;; (iv) climate risk assessment and management; (v) community grievance mechanism.
