Based in the Netherlands, RFC is wholly owned by Zuivelcooperatie FrieslandCampina, Europe's largest cooperative with 15,703 member farmers from the Netherlands, Germany and Belgium.

 The proposed IFC investment is an A Loan for IFC’s own account of an up to EUR 75 million equivalent.

 The Project will support the Company in mainly emerging markets including Pakistan.

 This is a Category B project Key E&S issues include (i) the company's management and monitoring systems to assess and manage E&S risks and impacts from its operations ii) effectiveness of the internal monitoring and reporting procedures, iii) capacity of the facility level personnel with direct responsibility to monitor and manage E&S risks and impacts, iv) effectiveness of the emergency preparedness and response planning. IFC’s E&S appraisal of the project is based on findings of the site supervision visits of Sukkur Plant and Nara Dairy Farm performed in May 2022, site visit of Sahiwal Plant performed in February 2023; and desk review of company’s annual monitoring report (AMR) for 2021. As part of this efforts, IFC E&S team and company’s senior management reviewed the ESAP items related to previous investments #38150 for compliance status and the identified pending and under-progress ESAP actions were redefined, and the new timeline agreed with the company.   The existing investment’s E&S performance has been satisfactory based on IFC’s supervision to date. Friesland Campina Engro (Pvt) Limited (FCEPL) has established management system, certified as per ISO 14001 (Environment), ISO 45001 (Occupational Health and Safety) and related food safety standards such as FSSC 22000, BRC Global standard for food safety, Global GAP across all its facilities.  The company’s environmental health and safety (EHS) organizational structure at the facility level should be strengthen further with the personnel with the adequate knowledge, skills, and experience to implement specific actions and measures required under the established EHS management system.
