The Sponsor is Vicat Group (EPA: VCT), an integrated global cement manufacturer with cement capacity of 35MTPA, is listed on Euronext Paris with market cap of €1.2billion. As of FY2021, it operates in 12 countries and employs ~9,500 people (in 16 cement plants in nine countries and five clinker grinding plants in three countries), with 63% of revenues (of €3.1billion) realized in developed markets (France, US, Italy, and Switzerland) and 37% in emerging markets (Kazakhstan, Egypt, Senegal, Mali, Mauritania, India, Turkey, and Brazil).                                                  

The Total Project Cost is expected to be up to €260 million. IFC’s financing of up to €120m in IFC A-loan and up to €120m equivalent in Parallel Loans.                                                 

 Sococim is located in Rufisque on the outskirts of Dakar.

This is a Category B project according to IFC's Policy on Environment and Social Sustainability (2012). Based on information reviewed by IFC, the proposed project will have limited adverse E&S impacts that are few, site specific, largely reversible and readily addressed through existing mitigation measures and good international industry practices (GIIP). 

Key E&S issues and risks associated with the Project include: (a) air emissions, noise and vibrations management in line with WBG EHS Guidelines; (b) management of potential transport impacts on communities health and safety; (c) strong oversight of the contracted workforce (construction and operations) in relation to labor practices and maintaining adequate occupational health and safety standards; and, (d) maintain continuous stakeholder engagement related to E&S aspects and implement an adequate grievance mechanism.
