Founded in 1990, CSE is a leading private healthcare services provider in Angola. It currently operates the largest privately run healthcare facility in Luanda plus a network of 23 smaller healthcare units. Its flagship hospital in Luanda currently has a total of 233 beds and has been a key element of Angola’s government response to COVID 19 pandemic.

The sole shareholder of CSE is Endiama - EP (“Endiama”), an Angolan national diamonds company.

 The total Project cost is estimated to be up to US$108.0 million and IFC proposes an A-Loan investment of up to US$23.5 million. The remaining balance will be provided by the Company shareholders in the form of an equity contribution of up to US$40.5 million and US$44.0 million by parallel lenders.

This is an E&S category B project because, based on information reviewed by IFC, this investment will have limited adverse social and environmental impacts that are few, are generally site specific, largely reversible and readily addressed through mitigation measures, as outlined in the Environmental and Social Action Plan (ESAP) attached to this ESRS.

Specific key environment, social, health and safety issues identified during the appraisal included environmental and social (E&S) management capacity of the sponsors to undertake the project and operations in a manner consistent with IFC Performance Standards; working conditions for employees and contract workers during both construction and operation of the hospital; company’s staffing and systems for E&S management of its operations in compliance with legal requirements as well as IFC PSs; assurance of fair, safe and healthy working conditions during construction and operation including gender-based violence and harassment (GBV&H) policies; management of wastes (esp. biomedical waste), air emissions and effluents as per World Bank Group (WBG) Environment, Health and Safety (EHS) Guidelines; life and fire safety management for proposed hospital in accordance with WBG EHS Guidelines; and security management.
