Project-level Impact: Stakeholders The project-level impact will come through delivering high-quality care to patients. There is a rising need for healthcare provision in Jordan and neighboring countries. The burden of disease from non-communicable diseases has grown by 50 percent in Jordan over the last ten years. In addition, this project will serve a number of conflict affected countries through medical tourism. The provision of care will be differentiated from hospitals in the area in that it will deliver a model of care based on centers-of-excellence around key services; increasing the depth and quality of local medical professionals through improved training and working conditions, co-ordination of care through a team based approach model. AMC is one of two providers to use the team based approach to care in Jordan. The project will provide health care that is either higher quality, or more affordable than what medical tourists could access in other countries in the region. The current health expenditure per capita in 2019 in Jordan is US$ 495 per annum compared to an average of US$ 1,288 in the MENA region. Out of pocket health expenditure per capital in Jordan is also a fraction of the MENA average, standing at US$ 138 per annum versus the US$ 397 regional average. The Project will provide healthcare to a high concentration of direct and indirect insurance patients (>80% of patient volumes). Human Resources for Health: The Project provide the local administrative and medical staff of AMC with world class training in particular specialties It is expected that training, and on the job experience, in this approach will make health workers adept in providing team based care, an approach that is largely new to Jordan. This is in addition to establishing a training model in collaboration with nursing colleges that will be open to nurses from all Jordanian hospitals, thereby improving the quality of nursing in the country.

Market Creation: Competitiveness AMC's contribution to market creation will largely be centered around increasing competitiveness through being a center of excellence in the region and having a staffing model that increases market efficiency and improves the quality of care.

Financing structure: the financial structure offered of an A & C Loan combination provides the Sponsor with needed financing to complete the Project with a much needed mezzanine financing piece through the income participation component of the returns. The long-term tenor for the IFC Loans with grace period is tailored to support Project delivery.

Sector Expertise: IFC has deep health sector experience and local knowledge of Jordan. The Sponsor is keen on working with a partner that shares the objectives of supporting healthcare sector in Jordan and can contribute global experience and knowledge at the critical stage of ramping up a greenfield project.

Climate change: As this is a greenfield investment, IFC will provide guidance on E&S performance standards to be implemented and maintained by the Hospital.
