Dr Madani Diallo is the main shareholder with 30.2% of CCM’s shares. A Malian national, Dr Diallo is a professional geochemist with over 30 years of experience in mineral exploration in Africa. He is considered as one of the ‘founding fathers’ of the mining industry in Mali and has held senior leadership positions in major mining companies including serving as BHP’s Exploration Manager for Africa. 

James Henderson is the co-founder of CCM with Dr Diallo. He owns 13.8% of CCM’s shares. An Australian national, he has worked in emerging markets for more than 25 years and has expertise in the area of corporate strategy. He holds strong business relationships throughout Oceania, Europe, and North America, and has been a director of several publicly listed companies.

Investissement & Partenaire Afrique Entrepreneurs (IPAE), which owns 12.5% of CCM’s shares, is a French impact investing group fully dedicated to Sub-Saharan Africa with more than fifteen years of experience in SME financing.

The investments will be made in Karaga, Kayes region, where CCM’s plant and quarry are located

    This proposed investment is expected to have limited environmental and social impacts, which are expected to be site-specific and none is expected to be significant. Those impacts can be avoided or mitigated by adhering to recognized performance standards, procedures, guidelines and design criteria as described in the following sections. Thus, this is a Category B project in accordance with IFC’s Policy on Environmental and Social Sustainability. The project is designed to avoid, minimize and manage E&S risks and impacts of the company’s operations in compliance with Malian legal and regulatory requirements, IFC’s Performance Standards (PSs) and applicable World Bank Group (WBG) General and sector-specific (Construction Materials Extraction, and Cement and Lime Manufacturing) Environmental, Health and Safety (EHS) Guidelines.

The key E&S issues associated with this investment include the: i) adequate assessment of the project’s impacts; ii) need for enhancing the existing EHS management systems as well as CCM’s capacity to ensure effective implementation thereof; iii) labor and working conditions including occupational health and safety; iv) management emissions and wastes; and vi) focused and sustained stakeholder engagement, notably with the communities in the vicinity of the quarry.
