Project Description

The proposed investment is an IFC senior debt investment of up to EUR6.0 million, with a Blended Finance contribution from the Private Sector Window (PSW) of the Global Agriculture and Food Security Program (GAFSP) to Kreditimi Rural I Kosoves LLC (KRK, or the Organization). The proposed investment will help to boost the Organization’s micro and small enterprises portfolio, with at least 50 percent of the proceeds to be used for lending to agribusiness borrowers including farmers. The project fits IFC’s and GAFSP’s strategy by directly supporting investment in micro and small enterprises and agribusiness in Kosovo.

Established as an NGO credit fund in 2000, by the Central Bank of Kosovo, and converted to a Limited Liability Company in 2004, KRK is the third largest MFI with a market share of 21 percent in Kosovo. It is headquartered in Pristina and an existing IFC client since 2015.

Development Impact

Significant expected developmental impact will be derived from increased access to finance to microenterprises, with a focus on agri-businesses and small farmers. Despite its contribution to the country's GDP (10.5 percent of GDP as of 2016 and 12.9 percent in 2017) and employment (29.8 percent), Kosovo's agricultural sector remains underserved by banks, due to an unfavorable production structure and high costs of assessing multiple small farmers. As a result, Agrifinancing is becoming the main domain of the MFls with at least 25 percent of loans from MFIs going to agriculture over the past 6 years. IFC's support on this project will help KRK to further strengthen its impact in this sector. The expected impact of the co-investment with GAFSP is also critical as it will help to properly price the project, making funding affordable, and consequently, on-lending to microentrepreneurs and end-users in Kosovo. Furthermore, it is anticipated that from this project there will be increased inclusiveness in the micro finance market via demonstration and replication channels

IFC's additionality is both financial and non-financial: (i) providing needed long-term finance to the Organization, which is entirely reliant on external funding from IFIs and development funds; (ii) mobilizing concessional funding from GAFSP to ensure affordable pricing for end-borrowers; (iii) strengthening the market's perception of the MFI sector and enhance the Organization's ability to attract additional funding from other financial institutions.

E&S Category Rationale / Risks and Mitigation

The environmental and social risks of the overall portfolio of the MFI are considered to be low, and carry minimal or no adverse environmental and social impacts. The project has been provisionally classified as category FI-3 according to the IFC’s Sustainability Policy. For this project KRK who is already an existing IFC client will need to continue proper implementation of its existing basic Environmental and Social Management System to ensure that all loans are screened against the IFC Exclusion List and meet requirements of the applicable environmental and social national laws and regulations in Kosovo. The client will also continue complying with the requirements of the IFC’s Performance Standard 2 on Labor and Working Conditions.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
