- Jobs: The expansion will create  new direct jobs as well as temporary jobs during its construction period, and a support a number of indirect jobs through its supply chain. Direct employees will benefit from training, contributing to the upskilling of the country's workforce, as the Project is expected to hire low skilled, low income local employees, and train them to gain basic skill sets. -Local Linkages and Community Engagement: 3B is committed to developing local communities and expects to source as much as possible through local suppliers, to train its suppliers to help them reach required quality standards. Some of the activities organized by 3B during its circuits (e.g. paid visits to local villages and bringing tourists to local markets and cooperatives) will create additional business opportunities for local entrepreneurs. Also, 3B is expecting to continue its community engagement programs with generous donations, support to the vulnerable and the promotion of football among the local youth. -Tax Benefits: The Project will result in fiscal benefits through increased tax generation.

Financial Additionality: IFC will provide and mobilize a loan package of the tenor and repayment profile that are not readily available for the Group in Rwanda. This will enable 3B to proceed timely with its expansion, as well as to ensure a stable financial performance of the Group. Non-Financial Additionality: - Corporate Governance (CG) Improvement Plan: IFC's CG team has performed a review of the Group's governance practices and proposed a comprehensive CG improvement plan; - Financial Advisory: IFC's Financial Advisory team has performed a review of the Group's financial management function and has prepared a proposal for a comprehensive intervention with the goal to structure, formalize and professionalize the function. The intervention will catalyze the strengthening of 3B's financial management team, the adoption an appropriate MIS, and the appropriate financial reporting, including the introduction of the practice of preparing audited IFRS-based financial statements; - E&S: IFC's E&S expertise will ensure that the Project be implemented based on the highest relevant E&S standards through time-bound requirements of the agreed ESAP; - Insurance: will help the Group in the structuring and adoption of an effective insurance policy. - Green Building: A preliminary review of the technical drawing of a building housing an individual guest room at Akagera by the green building consultant suggests that there is energy savings potential for energy savings improvements. IFC will engage with 3B to pursue the realization of this potential. The engagements described above translate into strong support for the Group in its transition from an informally-managed company to a professionally-run business.
