Blended Finance
The proposed investment is up to a €165 million financing package to subsidiaries of the Omnium des Industries et de la Promotion Group (OIP or the Group), a leading cement producer in Morocco and West Africa, to finance (i) a greenfield integrated cement plant in Pout, Senegal; (ii) the addition of cement grinding capacity to an existing grinding station in Dio Gare, Mali; (iii) the addition of cement grinding capacity to an existing grinding station in Tema, Ghana (together, the “Project”). The Project will be implemented through Ciments de l'Afrique (CIMAF), the Group’s sub-Saharan African subsidiaries, in each of Senegal, Mali and Ghana. The Project will expand clinker and cement capacity in West Africa to meet the growing demand for building materials across the subregion and to improve CIMAF’s competitiveness. The IDA19 Private Sector Window Blended Finance Facility (IDA PSW BFF) may support this Project in Mali as described in the Blended Finance Section.
The IFC Advisory team is exploring the potential to engage with the Group to support the design and implementation of alternative fuel and resource efficiency initiatives, including the potential use of solar energy in Mali and alternative fuels in Senegal as well as efficient use of thermal and electric energy across the facilities.
