Concord is currently 26.64 %  owned by China Wind Power Limited, which is 47.78% owned by Chairman Mr. Liu Shunxing. The second largest shareholder in Concord is Huadian Fuxin International Investment Co Ltd with 10.14% ownership. The remaining is held by other public shareholders which account for less than 5% each. IFC holds around 1.2% stake in the Company. 

The project is to support Concord to construct two wind energy projects of 100 MW each in Henan Province in China, with an aggregate project cost of US$248 million. The proposed IFC investment to Concord is a convertible loan of HKD equivalent of US$30 million.

The two wind power projects to be financed by IFC are located in Nanyang City in Henan Province in China.

The project will increase China's installed wind capacity by 200MW and will displace GHG emission equivalent to 390,000 metric tons of CO2 each year, supporting the country's plans to significantly increase the contribution of renewable energy to its energy mix in line with its Intendeda Nationally Determined Contributions (INDC) commitment. China's INDC outlines a vision of reduction of 60-65% in emission intensity of China's GDP by 2030 from 2005 levels and achieving 20% of generation based on non-fossil fuels versus 12% in 2016. The majority of installed generation capacity in China is in traditional coal-fired plants and using cleaner generation will help alleviate the severe air pollution problem in China.

This is a Category A project because: (a) 275 households are affected due to land acquisition at Huanghou site and about 330 households are expected to be affected due to land acquisition at Huayuan site;  (b) the two projects have a a diverse set of risks and impacts including those linked to land acquisition, soil and water conservation during construction, risks to terrestrial, aquatic and avifaunal biodiversity,  labor and working conditions during construction and operation; noise; community health and safety; pollution prevention during construction and operation, and community consultation and engagement; and (c) in future, following a possible future conversion of the current investment into equity, the company may undertake projects that result in significant, diverse, or unprecedented risks and/or impacts. 

Concord will be required to implement an ESMS, which has been defined to include the company’s HR Policies and Procedures, with IFC PSs appropriately incorporated  to undertake its future projects and manage its environmental and social performance in accordance with applicable local laws and regulations and international standards, including IFC’s Performance Standards on Social and Environmental Sustainability.
