New Hope Singapore is the holding company for New Hope’s agribusiness in Southern and Southeast Asia (SSEA). It currently has operations in eight countries and is involved in feed production and poultry operations. The Project Sponsor is New Hope Liuhe Co., Ltd. (China) (NH Liuhe). NH Liuhe is listed on the Shenzhen Stock Exchange (Stock Code: 000876.SZ). The Company is wholly owned by NH Liuhe.

Total Project cost is estimated to be US$450 million. The proposed IFC investment is a US$40 million A Loan for IFC’s own account and a US$20m MCPP Loan.

The Project will be located in several selected SSEA countries including: Indonesia, Bangladesh, Myanmar, Laos, Vietnam, Philippines, Nepal and India.

The development impact of the Project is expected to include (i) improved food security through increased efficiency in the supply chain, (ii) increased reach to farmers, mainly small independent players, in regions where the economy relies heavily on agriculture, (iii) support of competitive economic activity in IDA countries, (iv) South-South known-how transfer in animal protein, (v) direct and indirect job creation, and (vi) increased tax revenues.

IFC''s expected role and additionally includes:
(i) Long-term Partnership: continued support to a competitive IFC client investing South-South in IDA in a systemically strategic sector,
(ii) Longer Tenors: IFC''s long-term loan will enable the Company to better match its funding with the payback period of the Project and maintain a solid financial structure while increasing the size and scope of its operations,
(iii) Global Knowledge: through the provision of multi-country financing, IFC is sharing international best practices and providing global comparators and benchmarks to New Hope Singapore, including advise on environmental and insurance matters.

Key E&S issues and risks associated with this Project are: New Hope’s social, environmental, occupational health and safety and food safety management system and performance; assurance of fair and safe working conditions for company’s employees and contractors; animal welfare and biosecurity management at its poultry breeder farm; utilization of equipment and operational practices that maximize conservation of energy, water and process materials, including recycling and reuse initiatives; management of emissions and wastes and their impacts on ambient environment and nearby communities; impacts of transport and warehousing infrastructure and biosecurity issues on the nearby communities.

Continuous assessment of potential, additional Performance Standard requirements will be part of the company’s responsibilities through PS1 and, where identified, IFC must be promptly informed and appropriate mitigation agreed. The applicability of PS1, 2, 3 and 4 has been determined through the appraisal process.

The company does not acquire any land which might result in involuntary displacement. Land required for NHS’s operations is either purchased outright through a willing-buyer-willing-seller type of voluntary market based transaction or is leased through a negotiation process with local government agencies in accordance with local land related regulations. The company’s operations (existing and proposed) are all located in agricultural/semi-industrial areas and there is no presence of indigenous peoples or cultural heritage in the Project areas. Therefore, impacts related to PS5: Land Acquisition and Involuntary Resettlement, PS6: Biodiversity Conservation and Sustainable Management of Living Natural Resources, PS7: Indigenous Peoples and PS8: Cultural Heritage are not expected with this investment.
