Contecon Manzanillo S.A. de C.V. (the “Company” or “CMSA”) was incorporated in Mexico to execute the project. CMSA is fully owned by International Container Terminal Services, Inc. (“ICTSI”), a Philippines-based developer and operator of container terminals worldwide.

The Project is estimated to cost approximately USD555 million. IFC is considering an A loan of up to USD65 million for its own account. IFC will also mobilize B loans of approximately USD105 million needed to complete the financing plan.

The Project is located on the Pacific Coast of Mexico in Colima state, about 800 kilometers from Mexico City and 300 kilometers from Guadalajara.

The construction of the terminal will encourage more competition in the Mexican Pacific coast while meeting growing demand for more terminal capacity. The Project will reduce congestion, improve efficiency and productivity, and therefore benefit shippers, shipping lines, and consumers alike. It will serve as a catalyst for increased trading activity in the region, create employment, and support revenue generation for the Port Authority.

IFC additionality in the Project includes (i) providing long term USD debt with tenor not available in the local market, while helping mobilize the debt financing needed to complete the financing plan, and (ii) ensuring compliance with IFC''s Performance Standards.

The Project’s concession area was covered with secondary mangrove forest, which are considered protected habitat under Mexican environmental law. Therefore, even though the land was cleared by the granting authority, APIMAN, before the concession was granted to CMSA, this has been classified as a Category A project, given the near complete conversion of the mangrove forest cover was performed in anticipation of the Project.

The Manzanillo Port is located within a highly modified coastal habitat where ecological functions have been disturbed for over 40 years by human activity. The key EHS impacts and risks associated with the project’s construction are (a) clearance of a total of 15.7 ha of mangrove forest, (b) impacts associated with the dredging of new channel (7,743,600, m3) and the berth (275,179 m3), and (c) additional impacts typical of any civil construction. Once in operation, the key ESHS impacts and risks are incremental to those from the existing port activities, and include: (d) impacts and risk from increased ship traffic and road traffic in peri-urban and urban roads, (e) impacts associated with maintenance dredging and disposal of dredged material and increased generation of operational solid and hazardous waste, (f) treatment and disposal of ship effluent and ballast waters, (g) increase generation of air, dust and noise emissions and (h) occupational health and safety of port and shipyard employees.

Since CMSA is within an existing operational port complex, none of these impacts and risks will be new, and will essentially be incremental to existing ones. All these impacts and risks can be managed with existing pollution prevention and control technologies and with standard environmental and social management practices.
