Asia Medical is a private company owned by Mr. Chun Ming Tse, Mr. Chun Peng Tse and Mr. Chun Yong Tse (the “Tse Brothers” with respective ownership stakes of 40%, 30% and 30%, respectively.

The total expected Project cost is US$135 million equivalent. IFC is considering an investment package comprising US$20 million A Loan for IFC’s own account and US$15 C Loan convertible to the common equity of Asia Medical.

The Project is located in Wuhan, Hubei Province, China.

1. Support of private healthcare provider in frontier region: The Project will channel the much-needed private sector capital to finance a new hospital in the frontier region where patients may have better access to quality healthcare services.
2. Sharing of best practices: Best management and clinical practices will be transferred from Asia Heart''s operations to the newly acquired hospitals and the greenfield hospital, hence raising the quality of healthcare services in the country.
3. Employment generation: The expansionary aspects of this project will provide employment opportunities to healthcare workers in China.
4. Promoting healthcare reform: Despite the recent lift on restrictions over private investment in healthcare sector, the Chinese health authorities are still cautious due to negative publicity about private hospitals and the lack of successful examples. The ongoing success of Asia Heart may improve health authorities'' confidence in private healthcare providers and may further promote private players to enter the sector.

1. Long term financing. IFC will provide long term capital to the Company which matches the Project''s cash flow. The long term debt financing provided by IFC is also not readily available in the China market.
2. Global industry expertise. IFC will share its global experience and industry knowledge in the healthcare sector including best practices and the latest development trends. The client will also benefit from IFC''s global network of healthcare clients for potential business opportunities and collaborations.
3. Demonstration effect. IFC''s investment in the company will provide "stamp of approval" from an internationally recognized investor and hence send a positive signal to other private investors who are considering investment in the company or healthcare sector.
4. Environmental and social best practices. IFC will share the international best practices in environmental and social management and will work with the Company to improve its current standards.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects. A limited number of environmental and social impacts would result from the project, which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The scope of review of Asia Heart''s operations included assessment of the Company’s capacity to provide oversight and monitor compliance with IFC’s Performance Standards as well as local environmental, social and occupational health and safety regulatory requirements for its operations. Key environmental, health and safety, human resources and social issues that were reviewed included the following: environmental and social management system; emissions to the environment air, water and subsurface; solid, and hazardous waste and materials management, including transportation; community and occupational health and safety; energy use and efficiency; community engagement; and land acquisition. Asia Heart facilities are in compliance with applicable national regulations, including those for life and fire safety; further the company will review existing facilities for comprehensive compliance with internationally accepted standards for life and fire safety, and ensure such in future projects where the Company is providing such services on its own or in any partnerships.
